Britain and America have forged a significant commercial pact that will maintain no import taxes on UK medicine shipments entering the American market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has agreed to boost funding on medicines through the NHS. This pledge ensures that import taxes on these key goods will be held at zero for a duration of the next three years.

This agreement comes after earlier warnings to dramatically increase duties on patented drug products, with increases mentioned up to double the cost.

"This agreement between the Britain bolsters the global environment for new treatments and introduces long-overdue balance to U.S.–U.K. medicine commerce," an announcement said.

Economic Importance

Medicines represent one of the UK's most significant exports to the America, which is by far the largest buyer for major UK drugmakers.

Trade data reveal that in the year leading up to last September, the UK sold pharmaceutical products totaling £11.1bn to the US. This amount represented 17.4% of total UK exports in that span.

"This guarantee safeguards employment, stimulates funding and facilitates the UK to become a international leader for biotech and pharma," a minister stated.

Detailed British Pledges

The pact entails several specific commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it judges new treatments to be too expensive by 25%.
  • Higher Drug Budget: There is a aim to increase total NHS spending on drugs from 0.3% of the national economy to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum pharmaceutical firms must refund to the NHS to stay within budget will be capped at 15%. Last year, refunds topped 20%.

Broader Context

The pact comes amid a ongoing row between the sector and the ministers over medicine costs and regulatory access.

This friction were exacerbated by claims that US customers were paying a premium for the equivalent treatments than people in the UK and Europe.

Recently, several major drug company projects in the UK have been halted or cancelled, while multi-billion-dollar funding commitments have been pledged toward projects in the United States.

One official publicly accepted that the NHS must increase expenditure on treatments, noting that its spending on drugs had declined as a percentage of its resources over the previous ten-year period.
